Moldova Civil Society Strengthening Program (MCSSP) is a three-year effort funded by the United States Agency for International Development (USAID) and implemented by Academy for Educational Development (AED). The purpose of the program is to strengthen representative democracy in Moldova through support for a constituent-driven, financially viable civil society sector.
Through MCSSP, AED will provide a variety of services to civil society organizations (CSOs), including funding, technical assistance, information sharing, coordination mechanisms and networking. The Program has four main objectives:
2) Improving the governance and management of CSOs through focusing on improving their organizational capacity, transparency and sustainability in several key institutional development areas, including management structures and practices; strategic planning systems; human resource management and development; program design; and effective public relations and advocacy skills.
3) Strengthening the legal and fiscal framework for CSOs through support from AED and its partner the European Center for Not-for-Profit Law (ECNL) to seek reforms in six priority areas: Civic Associations; Public Benefit Organizations; Fiscal Framework for CSOs; enactment of the draft “Percentage Law”; Government Contracting of Services; and Volunteerism.
4) Promoting the diversification of financial resources available to civil society organizations through improving CSO capacities to better manage the resources they have and reach out to potential government and private sector partners to increase their sources of income. In particular CSOs will learn how to better serve their constituents in order to obtain greater financial support from businesses and citizens in general.
Program activities will reach all regions of Moldova including the region of Transnistria.The program will build and expand upon successful civil society experiences to date and will seek broad participation of CSOs and their constituents, as well as media, public authorities and donors.
